The communication hub buildings. At some point moat of the infrastructure still uses land line system and those all have major hub buildings. Blow up a few of those and you could wipe out communication for a large # of people.

The hub/datacenter building effected would have to house some major level 2 and level 1 backbone BGP peer circuits.
