Specifically, despite the COVID emergency ending, you’re still required to enter your “contact tracing information” in order to come back into the US by air.
I had to enter this to come back into the states from Europe despite Congress/Biden ending the thing before I flew home. You are told you wouldn’t be allowed to board the plane without entering this data according to US law.
I’m curious to know if it’s only a Europe thing, like they know it’s coming from Ukraine, or if traveling from other continents requires you to “report in” as well.
There could be a simple explanation - Government IT systems can take a lot of time to update. And first someone has to notice that a change is required...

I didn't have to do that when flying back from London in late April.
There was a short hiccup when the lady at check-in wanted to see my jab card and I told her I didn't need one since I was a US citizen. It took her 2 more tries and a visit with her manager for it to sink in, but absolutely nothing about contact tracing.

I didn't have to do that when I flew back from Canada in November (on Air Canada).
Maybe your carrier didn't update their systems.
Their goal is a world population of 500 million. Nothing has changed. They are well on their way. Of course they will release another one.
