Because Carter went into hospice three months ago and still hasn’t kicked the bucket.
They cued Carter’s death up as a delay tactic, and whatever they were expecting still hasn’t hit the airwaves.

Not enough people care about Carter for it to be any kind of distraction.
Nobody really cared about GHWB either, but the state funeral served its purpose
It actually doesn't matter what the people think. The media will run with the state funeral like they did with the missing Malaysian plane, or a big enough shooting, or a hurricane/tornado/flood in a poor minority area.
The NPCs will play along with anything the media tells them to care about.
