In order to quickly reopen the highway, they'll simply fill in the underpass with dirt and pave over the dirt. 95 North of Philly is an above ground via-duct, so this forms a wall blocking some of the traffic that feeds the nearby bridge to Jersey.
It's a temp fix to get traffic flowing in both directions. Once temporary lanes have been established, they will be building the new over pass from the outside in. No dirt is involved, it's a glass aggregate they filled the hole in with.
NG annual training starts July 11 through the 31st. And most equipment is moved via interstate or rail. I never seen drive through in major cities. Are they smart enough to hide something in the usual training time?

You’ve seen training in town parks or main streets? In Michigan it’s always convoys on I75 going to Grayling. And national training isn’t for 3 weeks. Be a good time to hide behind a known annual event though.
Not so much in town parks and streets, although I remember seeing such occasionally over the years. But trains and road convoys and war-game-type actions in metro areas, yes.
I could see this being a white hat op. Solstice is close so lots of daylight. Temperate weather but not super hot yet. If the power goes out, nobody's going to freeze to death and most of the country can survive the outside temps, though some may be a bit uncomfortable. Minimal heat related deaths. Minimal weather-related disruption to transportation if relief supplies needed. Some crops are harvestable now so food less of an issue than other times of year. Kiddos out of school.
