I did a reverse image search, apparently this is an old photo taken when Biden was Vice President. This convinces me it is comms, President Trump knows people will discover this is a 10 year old pic. I won’t pretend to know what the comms are.

Souza was White House photographer for Obama and wrote a book named "Shade: A Tale of Two Presidents". There is some shade in the pic... Maybe someone can get a copy of the book and see if there are pics of Monaco in it.
