Technically. They were more the personal Army of the Kremlin bureaucracy and Russian Intelligence. Not strictly Putin and his immediate administration.
It so happened the interests of the groups frequently overlapped enough. At least up until recently it seemed.
Someone here mentioned earlier in the week that Russia has their own Nazi problem and implied many of them belong to Vagner.
What if this whole battle is about letting Nazi’s kill each other off. Russia military proper does not seem very concerned who is at the other end of those missile strikes. Nothing shocks me anymore

I haven't been shocked by anything ever since I watched a documentary on the extent of human and child sex trafficking. That stuff is numbing. It still hurts to consider it but that's why we are here. God called us all to be salt and light in the world, and to expose the darkness.

Aren't they former prisoners?
They did recruit 1000s of prisoners but they were used up in the human wave attacks on Bakhmut and the ones that survived have been released from their contracts now. Wagner has been going since just before the 2014 invasion of crimea and only started recruiting prisoners last year on 6 month contracts. Many of them were sledgehammered for refusing to walk into certain death.
