It depends what he means by "inaction".
Taking action to be involved with your local political system and awaken other people to the situation unfolding is fair enough.
Taking direct action that may lead to violence at this stage is ill-considered.
With the events happening now, such as the Trump Indictment, it is more prudent to observe what is happening and not interfere with White Hat plans and operations.
The call for action at this stage appears to be premature.
Stay frosty and keep your powder dry. Hold the line!
I believe he is challenging insiders who can and should expose the evil that others are doing.

Inaction and ineffective action both have the same end result. Playing a rigged game according to the rules the people that rigged the game wrote, while action, isn't likely to be effective action.
The problem with these statements is the lack of explanation.
What are we supposed to do? Expose them how? Pointing fingers and crying pedophile on suspicions?
We don't have the verified knowledge of even who we are exposing other than Hollywood, zionists, jesuits, masons, etc all of which are pretty damn generic terms that have some decent people in them.

When people give pep talks like this, there's an element of projection to it. This is likely what he tells himself.
He's talking to whistleblowers (people who can get the receipts) and citizen journalists.
He's also talking to everyone in the sense that he's describing an attitude and priorities that need to be culture-wide (American Culture).
Obviously not everyone is anywhere near the receipts and not really suitable to journalism, but that doesn't mean our expectations as a culture shouldn't reinforce this kind of thinking. See something, say something. Corruption is everywhere. It's not hard to call it out. Once called out the next step is to figure out solutions. Gotta call it out first though.
That's the first step is calling out the evil. Then if you can do something effective, do it, even on a small scale. See something, say something
