Add to that, Trump was bogged down by non-stop treachery during his first term which prevented him from implementing his agenda.

Entire govt needs to be vaporized into nothing. Start over. Constitution + Bill of Rights. Other amendments can be added as necessary, but only if essential to Founders' original structure (sorry, IRS).
