"Our estimates do still say that we may have a depletion of our fund --- now it's pushed into the middle of September," Criswell said. "And as we get closer to that, I mean, this is a day-by-day monitoring of the situation."

I did work associated with FEMA during hurricane recovery in the south many years ago. They would supply trailers to people whose homes were destroyed, to live in while their homes were rebuilt. The thing is, many people had vacation homes that were destroyed, and FEMA still brought in trailers for them (so now they had vacation trailers :) ). I haven't been able to confirm, but I heard that when all FEMA involvement was completed, many of the trailers were not taken back by FEMA. Some of them were REALLY nice ones, with the crank-out side rooms, built in stereo systems, etc.! I'm sure the vacation home owners loved getting one of those as a nice bonus.
Also, when FEMA was writing checks for hurricane victims in NC, they wouldn't bother to verify if the damage was actually caused by the particular hurricane they were in town for. Basically, they have a pot of money, and they just look for a way to spend it. Typical wasteful, if not fraudulent, government, in action.
I seem to remember a lot of the FEMA trailers going up for sale for cheap because they stank of formaldehyde. Nobody wanted them.
Yes, there were many of those cheap one out there, but there were some REALLY nice ones too. I remember going into the cheap one, and the formaldehyde would make your eyes water! Apparently, even the good ones need quite a long time to "air out" before they are sold, but FEMA was getting trailers as soon as they were made.
I had one of those "FEMA trailers" after hurricane Katrina. You talk about cheaply made and the whole thing reeked of formaldehyde! Many folks got very sick living in those trailers. At some point FEMA wanted the trailers back. They were parked in fields - rows upon rows of FEMA trailers. They had a tendency of leaking from the roof mounted a/c units thereby ruining the interiors.
