As far as the movie version of The Wizard of Oz, it was said that the shoes were changed from silver to ruby because the red showed up much better on film.

Remember that in the film, Dorothy inadvertently killed (sacrificed) the Wicked Witch of the East when Dorothy's house fell on her. Then the Ruby Slippers suddenly appeared on Dorothy's feet, but once she left Oz and was back home in Kansas the Ruby Slippers were gone.
No the red shoes worn by them is the skin of their victims dyed red. So the ruby slippers on Dorothy symbolize they were doing this to children way back then probably back to the beginning of time if the bible is correct.
