Just saying that you could drop many balls of phosphorus initially covered in oil into the wind and you would get that effect. It burns at 1500 degrees F. Those bombs exist. Maybe they don’t want to let people in while they recover the bomb casings.

It looks like the plasma fire that man made in his microwave was enhanced with energy from the microwave. They were "pools" of fire that formed a cohesive mass and moved on its own. They skipped along the top of his microwave Perhaps on the ground, outside of a microwave, but powered by something else, and sufficient wind they moved along the road.
