back in the day, it was parents who decided to allow a girl to wear make up or not. I wasn't allowed to use it until I was 16. Yes, I am a boomer. The teachers held to a reasonable code, some were prettier than others, some wore make up, but no one showed up like a las vegas show girl, maybe that is what they mean. Because drag queens seldom look like real women, make up or not. I think that is the point, they are over the top, like clowns. As far as parents, they can do whatever they want as long as they are dressed. Dressing up for a junior high choral recital is different than going to a wedding or an expensive evening with dinner and a show. Okay, I realize I am a dinosaur, I'll go back to my cave now.
Seems like it would've been easier to ban sexual performances of all types, but if it works it's not a bad thing. Like most any law, the practical enforcement matters more than the wording. If they schedule a makeup-free drag show, you know they aren't planning to back down regardless of the wording. If they stop having drag shows altogether it's good. If they harass moms or students over their makeup, it's clearly a revenge plan.

I just dont see how it is enforceable. They may try, but seems very diffiicult to enforce.
