Edit: Also - have you tried Xlear? Or Flonase now OTC? I've found both to be pretty effective, and neither have the tolerance problems of traditional ones.

From another one(sorry about NBC, archive.is/ph/etc not working for me):
"The panel is not questioning the effectiveness of nasal spray phenylephrine, which is still thought to provide temporary relief from congestion."
So you presumably don't have to worry, at least for now.
Flonase is fluticasone propionate so might be different from what you've tried. Xlear is xylitol, I'd file it under "usually but not always" works. Not that I use these other than occasionally/when things are really stuffed up.

I can assure you that Phenylephrine works. It is the only nose spray that clear my sinus. This is crazy stuff.
The old stuff with pseudoephedrine works.
