Looking at old videos, the standard custom is for the President to carry the wreath and place it. Then salute. This is not the first time that Biden has not followed this custom. The infamous wrong series of cannon shots video they do the same thing. They approach the wreath, but don’t place it.
So what you ask? It’s just a wreath. Because this is a custom and courtesy. It’s a procedure. How to do it is written down. This isn’t working at Walmart. This is a deeply traditional military event.
The laying of the wreath by the CIC is symbolic. The guy in power is thanking and respecting the fallen, passing the wreath from his hands to the site, and then saluting it.
Obama and Trump are the only videos I could find, and they had the wreath and then placed it. This leads to me assume that is the custom. If that is the custom, that is the custom. If someone can dig up the actual event procedure for this that would be helpful. Somewhere, there is a procedure from start to finish on this ceremony. It’s definitely written down. I can’t find it. Until proven otherwise, I consider this a proof that Biden is not being recognized officially as the CIC.

As a veteran, I used to be offended with 'Boner Bill' antics but! now I cringe everytime 'oatmeal brain' (Bonginoism) is connected with any military ceremony because as BHO (just as bad) said how Oatmel brain can phuq things up, he somehow manages to do so. He (oatmeal brain) is an absolute abomination and needs to be crushed decisively in 2024, and then face the music for his criminal cabal empire along with the DS.
In the same way Patton changed his patch location, certain levels of command are afforded the riht yo not follow rules as written.
There was a flurry of military commentary at the time, referencing the procedural and specific sections, to show how totally off the whole ceremony was for oatmeal brain. (And how it matched up with 'foreign dignitary' or 'funeral' procedure) Also at the time, pedes were posting links to older ceremonies that I believe are now not active, but we could probably dig up from archives, iirc Carter, Reagan etc.
If the regs say CIC places the wreath, it's not "touches," it's PLACES. And that stuff does NOT change.
