The internet is built to be decentralized and not able to be controlled by any one entity. He’s not taking control of the internet by any means.
What this does mean is that if passed, the Biden admin would take REGULATORY control and be able to regulate all they wanted.

Laws are made in Congress not by the FCC.
EPA regulations beg to differ. FCC is no different. Unelected officials are being allowed to supercede Congress.
But we have recent precedent that the EPA does not have authority. SCOTUS kicked those teeth in.
