Outside of all this, the whole income tax thing is a fraud anyway. $5K isn't much, even if it continued for multiple years. I don't think the point is to get them on tax evasion. The point is why they evaded, and why they didn't settle. It's relatively easy to settle, even easier for connected people to settle. This is a disclosure op, not a tax collection op.
