Though there are a handful of Underwater/Semi-submerged Marine Science Labs, and a couple tourist traps located in relatively shallow areas in tropical regions.
Presumably to avoid the mess and 100% fatality rate in the event of an accident if they built in deeper water.
I can remember when Trump was campaigning in 2020, talking about hyper-sonic torpedoes. He’d brought it up several times. I talked with a friend about it and we came to the conclusion that he meant HYDRO-sonic… Maybe he was correct

We can, but because of the water pressure, it would just take about as much money as the pentagon seems to be missing in their audits.... Hhmmm!
I’ve heard to build like that under the water, you’d need $400 hammers and $27,000 toilet seats.
