If Trump meant to say that her story was unbelievable, why be cryptic about it? He could have said 'her story is fantasy.'
Retweeting doesn't always mean agreement. DJT often presents people to expose them for discussion and consideration. Much like Q highlights ideas and particular people. I do this often in business meetings where people are reluctant to start a discussion, usually because they aren't sure where to start. I refer to it as throwing meat on the table.
