It looks like this declass is a document that is meant to address the release of information to the intelligence community through an official authorization process.
In my opinion they are putting into writing a barrier to what was happening with the Obama spies accessing NSA data, and using it for nefarious purposes. Nothing will leave the NSA coffers without first establishing a need to know base on who, why, what, where, and when. You can't establish need to know then you don't get access.
Someone was trying to push the release off until 2041, when they believed they would be in total control.

I'm not sure how the demasking took place. If it was through NSA data, I think this would stop it. It seemed to also limit data that could be released via a FISA warrant.
