I believe the official story is that young Jewish men finalized the synagogue by building tunnels, so the old Jewish men called in the cement truck to fill in the tunnels. The young men apparently went crazy at their attempts to fill in the tunnels, so the police were called in to interfere. It is at this time you can see the fight back and forth between the police and the men trying to stop the tunnels from being filled in. One man rips a panel off the Wall which reveals a stained mattress. It seems in the end, that 10 of the young men were ultimately arrested.

I understood there were noticeable structural issues with properties that that the tunnels passed under, including neighbors at ground level hearing noises under their properties. I imagine someone complained to the city, leading to the discovery of the tunnels. The old men are trying to give the impression that they were not involved but I think that's bullshit.
