Jury is kinda still out on that one as it was basically just a dialect that got reeee'ed into being more by the tiny region speaking the dialect(you understand either you understand both so genuinely dialect and not separate language...)

Why is this in English in Norway?
Probably so foreigners in Norway can understand the emergency broadcast.
Most Scandinavians start learning English in the first years of school, so reading English is not considered a problem for the natives.
It goes by phone setting.
