Some structural change must have taken place in Texas politics for this to happen, or maybe one side got hold of some bigger blackmail material.

The alarm has been blaring loudly on this for years. Can't just be a matter of just now recognizing the urgency of this action, (which I really want believe until I see results.)

You don't just go from doing nothing to an action like this because the pot is suddenly boiling over. The pot has been boiling over for a years.
