To my understanding police are arresting people trying to prevent the owners from filling the tunnels immediately with cement which will eliminate any evidence.

That is my read on this too. The 10 guys arrested were going batshit crazy, tossing benches, ripping the boards from the wall above the tunnel, to bring attention to the evil. The rabbis were trying to hide the evidence and the cops helped them.
