Scare event. Scare the heck out of people so you can take their money and freedom.
meh we thought c19 would be it but no they need to rattle the war cages one more, what if bad players get the wars out of control and we have the doom on our heads?
I don't think c19 was jarring enough of an event to wake people up. It woke people up to corruption in medical and gov, but gotta wake people up to foreign relation corruption. The brink is gonna feel like a long but fast plane descent into the ground.
