This is not as nefarious as it seems. Companies contract with USPS to provide last-mile delivery. UPS, FedEx, Amazon, and many others have these contracts. The way it works is the item gets sent by private courier to your local post office, and then the post office provides final delivery.
It's economical for both entities. The private courier can handle large batches of packages and transporting those across the country better than USPS, but they don't want to spend the time and resources to visit every house that needs a delivery. On the other side, the post office is required by law to deliver to every house every day so the post office accepts these packages from the private couriers for a reduced postage amount.

This is true. Many of the free shipping online retailers use this postage rate, it's called DELV Surepost. It has a huge delivery window, something like 15 days. So the contracted shippers you mentioned just drop them off at the post office when it's convenient. Essentially second class packages within their system behind their own actual in house volume.
As someone who went on tirades about defunding USPS, they've actually been moving packages very fast for me across the country and ironically seem to be hiring a bit more on the Christian side as most of the mail persons of my now-liberal neighborhood seem to be Christian conservatives.

If i recall, you could (at the time) tell which items have been interdicted by seeing it arrive at a special address in the tracking chain, but i'm sure that hole was closed shortly after.
BTW, accusing NSA of putting hardware backdoors into routers on the way from amazon is a very BIG claim to make. But unlike the fake news we come with receipts:

Contractors can be easily hired, and easily dismissed. So, seasonal hires by a contractor are not only a practical answer, they are also cost effective. When you work with a person for 3 months - you can then quickly see which ones are the one's you want to consider bringing on board full time; and which ones you may not want to deal with more than absolutely necessary.
