Anyone held at gunpoint and wrongfully handcuffed by police should be awarded such large sums regardless of skin tone.
But not paid by the taxpayers

If a massive sum had to paid every time someone was placed in handcuffs for being suspected of a crime which they didn't commit then no city would be able to afford having a police department.
Honestly, I'd be fine with that. A heavily-armed populace and maybe a sheriff and a couple deputies should be enough.
Not if the guilty officers have their wages and pensions garnished instead of penalizing tax payers.
