Pedophilia is a major problem that deserves some sort of retribution, but false accusations are a thing and more importantly to remember, many countries outside of our own still have a mob mentality (burn the witch sort of mindset) along with legal systems being more corrupt and less inclined to honor the rights of the accused. And yes, this goes the other way in cultures where women are seen as a lower class of human and thus sexual assaults are blamed on the victim and not the perpetrator.
Of course, our system isn't immune to such issues like this as we've seen with the 'me too" and "believe all women" rhetoric. Many stories about men who are labeled sexual predators when it turns out to be a fraudulent accusation by someone who decided they just didn't like someone and wanted to ruin their life for a taste of empowerment.
People wrongly convicted are in the minority.
"it's better to wrongfully kill a thousand than to let one guilty go" is the old Chinese maxim in dealing with rapists and pedos.
This is a great example of the divide between Chinese thinking and Western thinking. In the West, the opposite of this maxim is the basis of the Rule of Law and Equal Protection Under the Law.
In the context of the quote, treat everyone as a criminal out of the slim chance that a guilty person goes free if you don't crack down hard enough. I can't agree with that.
There's a reason why we have "innocent until proven guilty in a court of law". We aren't the CCP.
