who the heck takes off their watch right at the beginning of an interview?
Someone mentioned they do that as a means of being able to calmly and quickly glance downward to check the time, so it doesn't look like you're constantly moving your sleeve to check your wristwatch, like you're bored. That also makes sense; but then again, why would President Putin need to constantly check the time during a set interview?
In the realm of body language - taking off your watch like that can signify that a person is intentionally making themselves available to be in that moment - with no regard to time, but instead exist within the exchange of thoughts and conversation.
"We have all the time we need." - in body language.
A modern version might be - intentionally turning off and setting aside your phone in plain view of someone you're talking to.
That said - as has been mentioned....
Timing placing that watch down at Exactly 17 seconds is impossible without an Edit creating that line up.
If there's no edit - then if the recording starts 1 second earlier or later, the line up is null.
If there's no edit - the person with the watch would have to understand exactly when the recording started - count to 17 second exactly - and time placing the watch at that second.
