Coins are minted. It would be the Bureau of Engraving and Printing.

Mint is a lot easier to type.
I only know this because I took my 12 yr old son to Washington DC in 1997 for the Promise Keepers 'Stand In The Gap' event. There was a long line to the newly opened Holocaust Museum I didn't want to stand in, so I did the next best thing and watched money being printed next door.

No sauce. This could just be ( and probably is) an employee of the Fed that looks asian.
The Chinese have been forging phoney Morgan dollars for years-I remember about 12-15 years ago at the flea market someone was selling key year Carson City Morgans-there was a few problems: they were lighter, they would jump to a magnet. I suspect now, they may have bought up junk 90% coins to melt to proper blanks and punch them out like cookies using an antique stamping press... BTW, many of the buyers had them confiscated by LEOs.
So that is how they are funding everything.
