I thought it was common knowledge that the Chinese seeded the clouds to make it rain for days before the Olympics so that during the games it would be clear, calm, and sunny

They specifically admitted very recenty that they began a few years ago to modify California's " drought" situ and the campaign of it will last til 2027.
