My hypothesis: President Burden drops out because of health excuse or gets the 25th treatment. Heels yup slides into potus role, picks Big Mike as VP which only requires Senate confirmation. Heels up gets the axe, VP Big Mike becomes potus. Big Mike is technically true to statement that he's not running for president.
