Congress is, in theory, representatives of the people so if they can reach a certain number of them it makes sense to override a SCOTUS ruling so long as it does not directly conflict with the Constitution.
On the other hand, the Supreme Court is the Supreme Court for a reason and it lords over all other circuits.
A lower court can't legally override a SCOTUS decision. But Congress can and has 5 times in the past.
Congress can, but it cannot be in defiance of the Constitution or the court can still overturn it.
