Thats a tough call. Ship hit the piling which is submerged and sticks out past the bridge structure. Hard to say.... However, the debris could be tested to prove either way. There is undoubtedly allot of wire that runs through the bridge, it's lit up normally like a Christmas tree.
Top center flash of light few moments later there is something that looks like a firework finishing burning off. Several of these moments on the bridge. With lights in the background makes it hard to tell red flair from flashing light.
There's electrical wiring all over. Collapse will sever it and you get fireworks

I'm no electrician but, since the bridge had lights, would wires that supply the electricity spark like that after being cut?

There were construction workers doing work on the bridge.
Look at the top span of the bridge. Yes, flashes on the deck might be workers. No way they were at the top of the bridge at night with no lights.
Look for sparks falling as the span collapses.
Bomb? They claim it will take 3-4 years to rebuild.
