Fox would edit this footage like this because someone in the newsroom has a fear of Ducks. This fear caused them to experience extreme and uncontrolled anxiety when seeing recorded footage of Ducks, so they cut and spliced the video footage together to get rid of them. I think the scientific name for this condition is Anatidaephobia - which is defined as "The fear that somewhere, somehow, a duck is watching you."

They are making it very hard for the folks who are trying their best to not be suspicious of everything! 🤣

Plausible explanation:

The video used as the background was only a few seconds and set on a loop.

Also keep in mind here that if the goal was to fake the bridge collapse, all photography in the area would have to be suspended. Unless Baltimore area frens are unable to take photos in the area, I don't understand what the conspiracy here would be.
