I think it is pvc so the authorities can't easily just cut their handcuffs or whatever they locked themselves together with. The beauty of their lack of understanding of science is, all you need to do it hit one of them with a tazer and every one in that chain gets tazed. Then they all fall down like high tension power line poles in a wind storm.
What's it tell you when the local cops are afraid of disturbing criminal activity because they might be fired from their job. Not a good picture for sure. Way to go Florida!

I like it! How is it Florida cops remove the obstruction yet cops elsewhere just stand by and watch as airports and freeways are obstructed?
