Problem with a guy fully engulfed is similar to a person drowning. They can panic and pull you in. Unless you're properly trained or equipped you can get seriously injured. If the person did it deliberately it isn't worth the risk.

Could be, I don't know. I also don't recognize the value of a faking the incident. We could also be looking at the DEI generation of paramedics that just don't care.
