They are names of concentration camps, I think. I got Ravensbrueck, Westerboak, Mittelbau-Dora, Drancy klooga. There are more names. Those are the ones I have time to try and make out. Seems like it might be some kind of memorial related to the camps.

Ok...I have noticed this as well.
The same video post on Truth Social and Instagram will sometimes have a one second (.01) discrepancy. It confuses my decode attempts.
