I would readily believe that a cross or other symbol of Jesus would inhibit black magic; at the same time, I know saintly followers of Jesus, not to mention Jesus himself, who demonstrate abilities that are supernatural to day the least.
Just like guns, paranormal abilities are only evil in the hands of evildoers.
I agree. God create these abilities deep within us. They aren't evil. Summoning demons, evil. Moving an object with your mind, not evil. It's more likely that the people who were of faith enough to wear a cross, may not have been subconsciously open enough to harness the long forgotten powers.
I'm not seeking either. If God wants me to have telekinesis, clairvoyance, etc. he will make it known to me. Most people have some of these abilities if they are open to them.
Is there any hard evidence for this claim? I would really like to believe this, sounds cool. But I am not going to blindly accept it.

No hard evidence, but I've read anecdotal accounts of alien abductions that were stopped when the potential abductee called on the name of Jesus.
