Well, a treaty may become the law of the land as long as it is pursuant to the constitution. In that sense and agreement can never become the law of the land.
There is one issue though: The implementation of the rules (and that depends on the admin in power) or rather failure to do so, confers upon upon the party disserved a possibility to require remediation and being kept whole. ....
