If Biden chooses to resign AFTER the convention, then the DNC gets to have a meeting and basically choose who they want to give all these delegates to as their new front runner. They made these new rules back in 2022 because this was always the plan. They realized they couldn’t rig it with the super delegates anymore after they pissed off their own base with Bernie so this was their new solution to still installing who they want.
Q: WHAT HAPPENS IF BIDEN STEPS DOWN AFTER THE CONVENTION?
A: If Biden steps down after the August convention, the 435 members of the Democratic National Committee would choose a new candidate. The members would meet in a special session to select a nominee.
Q: WHO ARE THESE 435 DNC MEMBERS?
A: They are divided equally between men and women as well as various constituency groups including labor leaders, LGBTQ representatives, and racial minorities. Of the total, 75 are appointed at-large by the chair, while the rest are elected in their respective states.
Q: WHO COULD NOMINATE AN ALTERNATIVE IN THAT CASE?
A: To nominate a candidate to replace Biden on the ballot, that person would have to have the support of a minimum number of DNC members -- perhaps around 60, though the exact number would be determined by the DNC's rules committee, which would lay out the rules for the proceedings before they started.

Under Article 2 of The Bylaws of the Democratic Party, the Democratic National Committee (DNC) has the responsibility to fill vacancies in presidential and vice presidential nominations between national conventions.
In the event of a vacancy on the national ticket, the chairperson would call a special meeting. Under Article 2 § 8(d), questions before the DNC, with some exceptions otherwise outlined in the charter and bylaws, are determined by a majority vote of the DNC members who are present and voting by proxy. The bylaws also state that voting to fill a vacancy on the national ticket must proceed in accordance with procedural rules adopted by the Rules and Bylaws Committee and approved by the DNC.

Id also like to reference this Q post that specifically talks about this:
Why are they pushing back the [D] convention?
COVID-19 concern or strategic for last minute change?
Change of Batter coming?
WHY WAS SHE 'saved' from officially announcing?
WHY WAS SHE 'reserved' for a last minute change?
How do you attempt to 'sneak one in'?
They changed their convention rules to allow Biden to be replaced after the convention but the new candidate wouldn't be on the ballot in some states.
Quite the easy fix to throw someone on the ballot when you own every judge and attorney in the state. If they can pull 34 random charges out of their ass and then magically turn them into a felony, they can find a way to get their replacement on the ballot in those states.
The counter argument may be that the state constitution doesn’t allow this and there’s a process they have to go through. Well, there was a state constitution and process that was completely ignored when they allowed mail in ballots and all kinds of other nonsense to happen in the last election.
These people don’t care. They will do what they want, when they want, because that is how they operate. They will have some sort of excuse to implement certain things just like they did last time. Last time it was “covid”, this time it will be something else. It’s okay though, NCSWIC.
And don't forget that states elect electors, not candidates. Democrats may suddenly warm up to the fact that electors originally pledged to Biden can change their minds --- and electoral votes --- at will.
Also just thought of another loophole to those laws. If the person can’t continue due to “health reasons” then the new candidate can still be on the ballot. That dementia thing suddenly makes a lot of sense now doesn’t it?
In Wisconsin only death can replace someone on the ballot
Who says he has to be replaced on the ballot? He simply resigns due to dementia, is removed from the ballot (or remains but it won’t matter if he resigns), the DNC picks their new candidate AFTER the convention in August and according to Wisconsin’s own election .gov website, a write in candidate can be added to the ballot so long as they file all the according paperwork by 4:30PM on OCT. 22, 2024. Then boom, new DNC candidate now on the ballot in Wisconsin.
Sauce:
Write-in candidates for President and Vice President must file a List of Presidential Electors (EL-167wr) and a Declaration of Candidacy (EL-162) with the Wisconsin Elections Commission no later than 4:30 p.m. on October 22, 2024. The list must contain the names and addresses of one presidential elector from each of the 8 congressional districts and 2 presidential electors from the state at large. The names of the candidates for President and Vice President must also be listed.
