Edit:

I guess Thomas doesn't sit on the 11th circuit but is the circuit justice for the 11th circuit (whatever that means).

Each supreme court justice presides over 1 or more circuit courts. Clarence Thomas presides over the 11th circuit.

No - that has always been the 9th. Of course Trump filled it with conservative/constitutionalist judges so it isn't as much of a circus anymore - maybe one of those roadside kids parks.
