It's Commander IN Chief. As in, the chief of all the commanders. There are many commanders but only one is the chief of all the others. Also written as "CinC" and pronounced "sink" or "see-in-see".
Not "commander and chief."
Q had to have said it that way for a reason.
But, like "darnkess," it still baffles me.
“Commander” is a specific role in the military of an officer in charge
“Chief” is a specific role in the military of an enlisted in charge.
Commander and Chief may be referring to two people in leadership positions somewhere.
