The first sentence in the post title is incorrect. Prior to Telegram Durov had another company called VKontakte. He was ousted after making an April Fools joke of him stepping down as CEO. Since then VK had been under the Kremlin's control.

I think what Putin wanted was for the Telegram servers to be centralized in Russia, to avoid possible confiscations in countries that perhaps Russia could not protect a Russian citizen.
