They refer to the 8chan post number to which the post was referring/responding. (4chan/8chan/8kun post numbers can be seen in the header of each post.)
618840 is the 4chan number ID of actual post that asked Q the question. And rather then answer directly Q posts the ID as if he answered the question with the question again.
this is one of the most amazing things about Q...if you weren't there for the first round, there are many things that don't make sense; a lot of missing links, etc. in the drops. if people aren't around to 'remember' it will all be lost...
