I would not buy a house with HOA.
I would rather see a truck with no tires sitting in someone's yard.
I owned a house in an area with an HOA... and it never caused any problems. The people on the board were all good and down to earth type people. Minimal rules that were mostly just common sense. It was a very nice place to live.
On the other hand, if you live amongst flaming assholes, that would be the root cause of most of your problems.
My friend got to the close at the title company and refused to sign the hoa contract. The title company pulled the contract and shredded it. The HOA couldn't make the sale or purchase.of the house contingent on joining. A contract is a promise to perform for something in return, you don't have to agree to it. Tje sale went through amd he isn't subject to their rules even though they bug him incessantly and try to bully him but their hands are tied. Pthers in the hoa want out too so he is now running for hoa president and a bunch of people have pledged.to vote for him. .
Awesome, though. Can he run for president as a homeowner, not as a member of the HOA?

Anyone signing an HOA contract is a fool.
I felt the same in the past, until I found the perfect home in the perfect location in my price range. The term HOA didn't really come up until the day before closing.
I've gone up against them now about 8 times, mostly overreaching bull crap that I never saw as an issue that became u huge deal because those folks have no other shit to do. It was getting pretty heavy so I started looking into the board.
Turns out two people, the president and the CFO both moved out of the neighborhood years ago but remained on the board. I brought up a motion to vacate their positions based on them NOT living in the area anymore and got a 2/3 vote. The following day after the vote I woke up to having two of my trees, the very two they were after me because of leaves falling in fall, both were cut down.

So people aren't required to sign the HOA contract upon purchasing a house?
If you knew the rules going into to the deal, and agreed to those rules, you have to right to violate them is my way of looking at it.
Now, if they are selectively enforcing those rules, that is another thing entirely.
An HOA is a legal AGREEMENT that the homeowner entered willingly. Read and understand before signing. Or don't buy a house with a HOA.
However if the rules are being selectively applied there are legal solutions.
How about this, don't live in a fucking HOA controlled housing development.
