Same as miss reporting a loss of 818,000 jobs over months of labor stats. It's the whole gov't.

Smells similar to the NYC police stats. Cooking the books to make it seem better than it is.
Same thing with the jobs reports too. Cooking it with govt jobs and revising it down later
some large, crime ridden cities no longer report statistic for the FBI to include in it's report anyway.
