Follow the money. Who paid for the threats? Formally declare any organization behind the funding of those threats as a terrorist organization, and deal with them and their minions in the appropriate (legal) fashion.

The 'E', 'G', and 'R' in the address on the envelope are pretty damn distinctive. Shouldn't be too hard to find out who mailed those letters, and then a simple handwriting analysis should prove their guilt.

These exact letters supposedly went out to a bunch of Trump supporters all over the state, especially ones close to Philthydelphia.
Probably not someone from their neighborhood, rather one of their demonrat neighbors probably put their names and address on an internet list to receive the letter.
