In my state, moneral rights belong to a land owner for 10 yrs after selling. You dont need to live there, just own it.
Some states let you retain,the mineral right even after you sell the surface right,for as long as you want.
NC is not like that. When I sold my home I had to sign away mineral rights.
You don't have to. That's why there is mineral oil and gas rights disclosure form with real estate contract. Any of those can be severed from the property. It's just that a prospective buyer might not agree to purchase.

Should the FEMA be giving money to private citizens to rebuild their houses on a flood plane? No! FEMA should not be giving any money to anyone. That money is not their money, it came from tax payers to run the Government, not bail out private citizens.
FEMA doesn't want to pay to rebuild a property when it gets flooded again during the next mega storm.
That said, I would rather the Gubment give money to our citizens rather than Ukraine and the hoards of illegal aliens pouring over the boarder. But the Gubment has no right to do any of those things.
The mountains are not a flood plain they're a watershed. Floodplains pertain to areas near rivers (like riparian zone) where water cannot flow, such as flatlands and/or close to sea level. Rivers begin in the mountains and flow to sea, generally speaking. The french broad of NC becomes the broad river in SC after a few reservoirs and dams, and then joins the congaree to become the saluda in columbia sc and flows out to sea.
The reason this helene is an issue is because it's one in a thousand plus year event where more water was dumped on the mountains at one time than is dropped in toto onto those mountains in 3 yrs
Do they get that they are trying to screw over mountain people? Good luck to them.
