The internet is ours. Since other nations have added onto it they can police their realms how they like. But Americans posting porn on American infrastructure should be illegal unless done in proper establishments. How to enforce?
codify it into law, which should be easy enough, it's already illegal to strip in public or have sex in public, just tack it onto that
if someone comes across porn in a public, no-ID check location, report it through a government website for removal
the government can contact the ISP and find the person and go from there. If they used a VPN, the NSA can get a simple warrant to open up the packet routing logs from the US to the VPN service and easily find out where the local access to the VPN came from. People who think a VPN can shield them from the NSA are foolish. All those do is shield you from other civilians
A simple infrastructure system would suffice. As people get charged, less and less people will be willing to risk it, especially if they're posting it for free. Yes the dark web may still have it but who knows how much longer that segment of the internet will even exist.
I actually disagree with banning the porn industry, which may be surprising, but if strip clubs are lawful establishments I don't see why porn wouldn't be. Now, if we can hash it out in the courts that neither one are lawful, you won't find me opposing their eliminations! I justdon't know enough about this area of law to take a strong stance on it right now.

There is no way to mandate a server in Derpistan shut down beyond putting political pressure on random countries who have no desire to shut down porn. The US could blacklist porn websites similar to Chinas “Great firewall” but in the end VPNs will just get around it.

I don't mean to mandate foreign servers be shut down, only that Americans who redistribute illegal content should be easy to charge via the NSA.
