How many people fit in these 12 helicopters? Air attack? Why wouldn't they have F16's take out the air threat? There are tunnels and 5 story deep garages all over the Capitol.
This makes absolutely no sense. If they needed fast evacuation with room for lots of people and a fast trip to a safe distance, they need the V 22. 12 helicopters wouldn't make a dent in the 535 members and the 10,000 other folks at the capitol.
The "routine drill" phrase caught my attention so I went looking. I'm not entirely sure how "routine" it is using helicopters or how "routine" they actually are. That being said, it's very hard to find anything about this without the current drill coming up in searches.
Um. Why don't they use the bell system? Or the alarm system? There ought to be an off campus meet up place. This is the most inefficient evacuation system ever.

These are Bell 212's, they can take 8 people not including a winchman or door gunner but its a bit of a squeeze
